Encinitas Mobility Plans
Encinitas’ approach to active transportation is guided by three interconnected plans that work together to create a safe, accessible, and sustainable mobility network. The Mobility Element of the General Plan sets the overarching vision and policies for multimodal transportation, while the Active Transportation Plan translates that vision into a comprehensive strategy for biking and walking infrastructure. Building on these foundations, the Encinitas Modal Alternative Project (MAP) serves as an action plan, prioritizing and implementing key projects to bring the city’s active transportation goals to life.
Encinitas Modal Alternative Project (MAP) ATP Implementation Plan
The Encinitas Modal Alternative Project (MAP), adopted in 2023, improves the Active Transportation Plan (ATP) and serves as a roadmap for implementing proposed projects. It is the most detailed document acting as an action plan, prioritizing projects and providing specific actions.
Active Transportation Plan (ATP)
The Active Transportation Plan, adopted in 2018, envisions biking and walking in Encinitas. It identifies needed routes, safety considerations, and facility options to create a bike and pedestrian infrastructure network. Think of it as the big-picture plan for active transportation in Encinitas.
This plan is a more specific document that aligns with the Mobility Element’s goals. It updates and consolidates the City’s active transportation planning efforts, including the previous Bikeway Master Plan, the “Let’s Move, Encinitas Pedestrian and Safe Routes to School Plan,” and the Trails Master Plan.
The Active Transportation Plan intends to better address not only local travel needs but crosstown and regional bicycle and pedestrian travel as well. This resulting document is intended to be responsive to the General Plan changes and to bring this document into conformance with the latest Climate Action Plan, complete streets policies, and other local goals and objectives.
Mobility Element
The Mobility Element (September 2024) is a section of the Encinitas General Plan, which is a long-term blueprint for the city’s overall development. The Mobility Element focuses on transportation and identifies a multimodal transportation network that serves all users, including drivers, cyclists, pedestrians, and transit users. It sets long-term goals and policies for community mobility.
This is the overarching document that sets the stage for transportation planning in Encinitas. It provides the broad goals and policies for mobility in the city.
San Diego Bicycle Master Plan

The Bicycle Master Plan Update (BMPU) is a citywide effort that will result in an overarching update to the 2013 Bicycle Master Plan. The BMPU will refresh the City’s bicycle facility recommendations and prioritization of active transportation projects to meet the City’s Strategic Plan and Climate Action Plan goals with increased emphasis on equity and serving areas with the greatest needs.
