DESCRIPTION:10A.\nAppropriate Highway Safety Improvement Program (HSIP) Cycle 12 Grant Funds and City Matching Funds for Four (4) Capital Projects.  Environmental Considerations: The actions being considered by the City Council are exempt from the California Environmental Quality Act (CEQA) because they are not “projects” under Section 15378(b)(5) of CEQA Guidelines. The actions involve organizational or administrative activities of government that will not result in direct or indirect physical change in the environment.  Contact Person: City Traffic Engineer Bandegan \nRecommended Action: 1) Authorize the City Manager\, or designee\, to accept and administer state and federal funding from the Highway Safety Improvement Program (HSIP) for the following projects: the Encinitas Blvd Protected Bike Lane Project (CS25D)\, the Protected Intersection at S El Camino Real and Santa Fe Dr Project (CS25B)\, the S Coast Highway 101 Pedestrian Crossing at Solana Beach Project (CS25F)\, and the S Coast Highway 101 East Side Sidewalk and Bike Improvements Project (CS25E); 2) Provide direction to staff on the preferred project configuration for the Protected Intersection at S El Camino Real and Santa Fe Dr Project (CS25B)\, the S Coast Highway 101 East Side Sidewalk and Bike Improvements Project (CS25E)\, and the S Coast Highway 101 Pedestrian Crossing at Solana Beach Project (CS25F). Provide comment and direction on the one project configuration for Encinitas Blvd Protected Bike Lane Project (CS25D); and 3) Adopt City Council Resolution No. 2025-54\, titled “A Resolution of the City Council of the City of Encinitas\, California\, Amending the Fiscal Year 2025-26 Budget” to appropriate up to $3\,270\,690 in grant funds and up to $314\,210 in local matching funds to up to four (4) HSIP Cycle 12 Capital Projects.\n\n\n\n2025-10-22 Item 10A HSIP 12 Funding Grant Match and Direction \n2025-10-22 Item 10A HSIP 12 Funding Grant Match and Direction – Public Comment \n\n\n\n\n8D.\nDesignation of Intersection Control at the Clark Avenue and Puebla Street Intersection as All-Way Stop Control (AWSC) with Marked Crosswalk on the North Leg of the Intersection.  Environmental Considerations: The proposed action is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of the CEQA Guidelines. This section exempts projects characterized as minor alterations to public facilities\, involving negligible or no expansion of the existing use.  Contact Person: City Traffic Engineer Bandegan \nRecommended Action: Adopt City Council Resolution No. 2025-87 titled\, “A Resolution of the City Council of the City of Encinitas\, California\, Establishing All-Way Stop Control at the Intersection of Clark Avenue and Puebla Street.”\n\n\n\n2025-10-22 Item 08D Designation of intersection control at Puebla St. & Clark Ave.
