Don’t forget to double check the chain\, brakes and tire air pressure. Wear a properly fitted helmet\, closed toe sneakers and athletic clothing that is safe to ride in and weather appropriate. Please bring a water bottle and snack. Some cycling experience is required as this is not a “learn-to-ride” class. \nEncinitas residents will receive a refund of registration amount after completion of the course ($2.70 ActiveNet system processing fee is non-refundable). DESCRIPTION:In our class\, offered in partnership with the San Diego County Bicycle Coalition\, you will learn the rules of the road and practice essential bike riding skills with a trained bike instructor. Topics covered include where to ride\, best practices\, emergency maneuvers\, legal rights and responsibilities. The 3-hour class is broken up into 3 parts: lecture\, skills drills\, and a guided road ride to put your new skills into action! Class content applies to both regular and e-bikes. \nPlease come ready with the bicycle/e-bike that you regularly ride. Be sure that your bike is in good working order. Don’t forget to double check the chain\, brakes and tire air pressure. Wear a properly fitted helmet\, closed toe sneakers and athletic clothing that is safe to ride in and weather appropriate. Please bring a water bottle and snack. Some cycling experience is required as this is not a “learn-to-ride” class. \nEncinitas residents will receive a refund of registration amount after completion of the course ($2.70 ActiveNet system processing fee is non-refundable). If under 16\, parent registration and participation strongly encouraged. For participants 12 and under\, parent registration and participation required.

DESCRIPTION:Relevant active transportation items: \n\n\n\n8D.\nApproval of plans and authorization to advertise the FY 2024-25 Safe Routes to School Project to provide safe pedestrian crossings in the vicinity of Park Dale Lane Elementary\, Capri Elementary\, Cardiff Elementary\, Paul Ecke Central Elementary\, and Diegueno Middle School.  Contact Person: Engineer II Barr Environmental Considerations:  The proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) of the CEQA Guidelines. This section exempts projects characterized as minor alterations to public facilities\, involving negligible or no expansion of the existing use. New crosswalks on existing public streets meet the criteria for this exemption. \nRecommended Action: 1) Approve the plans for the FY 2024-25 Safe Routes to School project; 2) Authorize the advertisement for construction bids of the FY 2024-25 Safe Routes to School project; 3) Adopt Resolution No. 2025-36 titled “A Resolution of the City Council of the City of Encinitas\, California Approving the Design and Plans for the Construction of the FY2024-25 Safe Routes to School Project\, pursuant to Government Code Section 830.6.” \n \n\n\n\n\n\n\n10A.\nCity Council to provide feedback and policy direction on the Circulation Element update (renamed and referred to herein as the Mobility Element) and the implementing Mobility Analysis Guidelines.  Contact Person: Senior Mobility Planner Jedynak Environmental Considerations:  Pursuant to the California Environmental Quality Act (“CEQA”)\, a focused Environmental Impact Report (“EIR”) was prepared to analyze the potential environmental effects of the project. The following subject areas were analyzed: air quality\, greenhouse gas emissions and climate change\, noise and vibration\, land use and planning\, public services and facilities\, and transportation and circulation. For each subject area analyzed\, it was determined that the project would not result in a significant environmental impact\, which is summarized in the CEQA Findings of Fact. In accordance with CEQA\, the draft EIR was published for a 45-day public review and comment period from September 6\, 2024\, to October 21\, 2024 with the State Clearinghouse (State Clearinghouse No. 2022080705)\, and San Diego County Clerk-Recorder’s Office\, and no public comments were received during this period. Because the draft EIR concludes that the project would not result in significant environmental impacts from implementation of the project\, no mitigation measures are required. \nRecommended Action: Receive the report and provide feedback and policy direction on the draft Mobility Element and Mobility Analysis Guidelines.\n\n\n\n  \n\n2025-04-09 Item 10A Mobility Element \n\n\n\n\n\n12A.\nCouncil Initiated Item from Jim O’Hara for Engineering Department to reconfigure the Restriping of Birmingham from the proposed “restriping” during its upcoming Pavement Rehabilitation Project to is current striping. Environmental Considerations:  The actions being considered by the City Council are exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of CEQA Guidelines.
