DESCRIPTION:Notable actions related to active transportation \n\n\n\n10B.\nApprove Plans for the Installation of Preferred Barrier Option (Wood Post Walls or Bollards)\, Rumble Strips\, and Additional Signage at the North Coast Highway 101 and El Portal Roundabout.  Environmental Considerations:  The project is exempt from the California Environmental Quality Act (CEQA)\, pursuant to Sections 15311 of the CEQA Guidelines. Section 15311 exempts the construction and replacement of minor structures. The project is consistent with the CEQA exemption criteria. In addition\, none of the exceptions listed in Section 15300.2 exist for the proposed project.  Contact Person: City Traffic Engineer Bandegan \nRecommended Action: 1) Provide direction to staff on the preferred barrier option (Wood Post Walls or Bollards)\, at the North Coast Highway 101 El Portal Roundabout; 2) Approve the plans and design for the installation of preferred barrier option (Wood Post Walls or Bollards)\, rumble strip and additional signage at the North Coast Highway 101 and El Portal Roundabout; and 3) Adopt City Council Resolution No. 2025-12\, titled “A Resolution of the City Council of the City of Encinitas\, California\, Approving the Engineering Design and Plans for Construction of Barriers at the Southwest and Northeast Corners of the North Coast Highway 101 and El Portal Street Roundabout\, and Installation of Rumble Strips on North Coast Highway 101\, Pursuant to Government Code Section 830.6.”\n\n\n\n  \n\n2025-06-11 Item 10B El Portal Bollards Design Approval \n\nFull Agenda with Document Links
